When executing "Create Purchase Order" process, inactive "suggested purchase order" lines should not be taken into account. Actually it create purchase order having inactive lines into account

Steps To Reproduce

1. Material Requirement (MRP) || Setup || Planner || Planner: create planner for Main org
2.Material Requirement (MRP) || Setup || Planning Method || Header: define planing method and add line for each kind of transaction
3. Master Data Management || Product || Product: create
* P1-
* Org=Main
* Purchase = Y
4. In its Master Data Management || Product || Product >> Purchasing tab:
* Org=Main
* BP=mcgiver
5. In its Master Data Management || Product || Product >> Org Specific tab:
* Org=Main
* Set planning method and planner
* Capacity=10000
* Min.qty and safety stock=0
6. In its Master Data Management || Product || Product >> Price tab set price 15 euros for purchase pricelist
7. Sales Management || Transactions || Sales Order || Header; create Standard Order for mcgiver and 09/05/2011 date and Main org. Add line for 10units of P1- and Complete
8. Material Requirement (MRP) || Transactions || Purchasing Plan || Header: create header for Main org; document date=01-05-2011; Time Horizon=60; Safety Lead Time=0; Product=P1-; Planner=your planner
9. Go to Suggested purchase order line and check it as "unactive"
10. Come back to Purchasing Plan header and run process "Create Purchase Order" process
11. Come back to Suggested Purchase Order line and realize that it has associated purchase order.
