0017485: Transaction duplicated when adding GLItem Transactions in parallel

Description

If 2 people try to add same GL Item transaction at same time, similar transaction is added twice.

When adding Payment Transaction "FIN_FINACC_TRANSACTION_UN" restriction properly raises, but not when adding GLItem transaction.

Steps To Reproduce

1. Access same application for 2 different computers and go to Financial Management || Receivables & Payables || Transactions || Financial Account || Account >> Transactions
2. Both of you press "Add Transaction" and choose any GLItem with any amount. Press "Accept" button
3. You will see that two similar transactions have been added, although message says that 1 row inserted
