Summary0017213: Attachments dialog: You should not be able to Submit when there is no selection
DescriptionWhen clicking the Submit button without having selected a file, the upload process starts and never ends. Not cool.
Steps To ReproduceStart adding an attachment, dont select a file, click Submit button.
Proposed SolutionNo need for messages/errors and all that. Just make sure nothing happens when you click Submit button.

Fixed issue 17213. When uploading an attachment, submit will not be possible if no file has been selected
