Steps To Reproduce. install attached 1.2.2 version of the module
. set up console to allow modules in controlled release mode
. scan for updates
. the module is not displayed to update

fixed bug 17104: it is not possible update to version 1.2.3

  Merged modules were removed from upgrades even they were merged by a module
  version not being of the current instance.

tested: the version to update is the correct version
