0016773: There are errors in windows with tabs with tab level '0'
If you create a window with two tabs with the same tab level (0). It is not possible to go to the second one because the application puts them in two different levels.
- Create two tables.
- Create a window with two tabs:
     - tab1: table: table created
             tab level: 0
     - tab2: table: table created
             tab level: 0
- Create a menu entry to this window
- go to the window created
- Realize that is not possible go to the second tab because it is in another level.

When there are two tabs at level 0, it is shown at two levels by design.

Currently core has an example of this in Heartbeat Configuration window which is working as expected.

If you want to show it in the same level in the same way as 2.50, you can set a property to open this window in 2.50 style (without any of the 3.0 windows capabilities).
