Summary0016030: base amount calculated (with tax with percent 0) is wrong
Descriptionif you have a debt payment, with a gl item with tax, and the percent of tax is 0, the base amount calculated in dimensional tax report is wrong
Steps To Reproduce. create a new manual settlement
  . create a debt payment, with gl item with tax "Exempt"
. Add the debt payment to bank statement, and process and post

Run the report to the date of bank statement.
  . base amount calculated is wrong
Proposed Solutionthe base amount in this case should be void
