0015000: Add a "Not Updatable" flag in the Dataset definition

Description

If a "Not Updatable" flag is added to the Dataset definition. This way, if a dataset is likely to be applied, and then user modify it's content to customize it (such as Intial Setup dataset defined for Core module), and developer do NOT want that this module appears in the Module Management Console everytime a new version of the module is applied, could active this flag.
