DescriptionThe window is bad configurate so it does not work properly

Enviroment:
Release: 2.30 beta
Os: XP
DB: Oracle 10g

Steps:
1. Go to Project management--> Window Invoiceable expense (Old menu Expenses to be invoice)
2. Try to create a new one and save it

This window shouldn't be used to create new ones.

The problem is that the "new" button shouldn't be shown here.
