DescriptionCombos "Country" and "Region" should be empty when creating a Tax Rate, as they are not mandatory and can cause confusion.
Steps To Reproduce1. Go to Financial Management || Accounting || Setup || Tax Rate || Tax : create new record and realize that "Country" and "Region" combos are filled

Current behavior of the ERP is that every combo for a column named c_country_id will be populated with value in Preferences: General Setup || Application || Preference || Preference -> Attribute = C_Country_ID. This value is populated during initial client setup with the country that has got Default='Y' in that moment in the system.

I report a new feature request to propose changing this to a more friendly process.
