DescriptionWith language as Spanish and an Openbravo installed in windows there arewith spanish accent on the rebuild window (see screenshot added)
Steps To Reproduce- As System Administrator and spanish as language go to General Setup || Application || Module Management
- Install a module
- Rebuild system
- Realize that there are errors

Steps to Test:

*This issue can only reproduced when the application is running in windows.
*Then install the Spanish module.
*In the Role window set the language as Spanish.
*Try to install a new module,in the build window you can find the error as attached in the screen shot.(Now this wont occur)

Root Cause:
*Before the file reader is not passed with UTF-8 charset.

Impact:
*Their is no impact because of this issue.
