Summary0013786: Using new layout no toolbar is shown on first login
DescriptionUsing the new layout.
Logging in into the application for the first time
The new layout is shown, however all the navigation bar is empty
doing a force-reload (Ctrl+Shift+R) does fix that problem

Reproducible with both FF3.6 and chromium

Note: similar strange behavior when retesting today: toolbar is shown, but the quicklaunch and createnew icons where missing on first load. Reloading the page fixed the problem.

Tested in FF3.6 + epiphany now quick create & quick launch icons are shown also on first login
