Summary0013770: Not able to apply the taxes dataset in instaces without a pair of countries (Serbia and Montenegro )
Description- In old versions of OB this two countries are not present, actually were included afterwards, because of these two countries the dataset aplication fails and the user is not able to install the dataset
Steps To ReproduceA priori
- Get and OB instance that has been upgraded from a very old version of Openbravo and without Serbia and Montenegro in the country table
- Install the Spanish tax madule
- Apply the dataset

Not able to reproduce in standard ERP, but just in customer environment.
Due to suffered issues with dataset no change will be done here.
