0013671: Add "Linked to a tax" flag in the Tax Report Parameter tab

Description

A flag should be added to the Financial Management || Accounting || Setup || Tax Report || Tax Report >> Tax Report Group >> Tax Report Parameter tab.
It represents that this tax report parameter can be linked to a tax rate.

In the Financial Management || Accounting || Setup || Tax Rate || Tax >> Tax Parameter tab, we should only display the tax parameters that have this flag checked. This way we will reduce the amount of unused tax report parameters that appear in the combobox.
