Summary0013596: Error when installing from file system
DescriptionThere is an error when installing from obx file (file system).
This is the scenario:

I have installed spain regions 1.0.4.
Then through the file system I install SLP 1.4.2 that contains spain regions 1.0.2

So when I install the SLP 1.4.2, instead of leaving the already installed 1.0.4, it downgrades current spain regions 1.0.4 to 1.0.2
Steps To Reproduce1. Having for example MP18
2. Install Spain regions 1.0.4 using file system
3. Install SLP 1.4.2 using file system

Note that after installing you will have Spain regions 1.0.2

fixed bug 13596: Module downgrade installing through obx

  When installing/updating packs or templates through obx, check the versions
  of the inclusions not to downgrade them.
