0013559: [NewCR] When installing MP17 + QSS updates, Spanish Translation's update is missing

Description

I scanned for updates having MP17 and Quick Start Spain v1.4 (see full list and versions below). After installing and rebuilding, I scan for updates again and an update for Spanish Translation is found. This update should be part of the first update.

Rebuild. Go back to the Manager window.
Scan for updates. An update for Spanish Translation from v.1.0.9 to 1.0.10 is found. Since it's a minor version, it should have been included in the previous update.
