This is a bug in old CR.

Multidimensional Tax Report is a dependency for Professional Localization pack Spain (España) 1.3.x. The installed Professional Localization pack Spain (España) with Openbravo QuickStart Spain 1.4.0 is 1.2.2 which does not depend on this module.
