Summary0013351: CSS compression doesn't work for rtl and ltr skins
DescriptionminimizeJSandCSS property determines whether CSS is compressed before deploying it to tomcat.

It compresses the Default skins, but then rtl and ltr skins are generated for different languages, they are the one that are actually used but they are not compressed.
