Summary0013191: Cannot update MP14+SPLP to MP15 candidate
DescriptionI cannot update to MP15 if first I'm in MP14+SPLP

This last week works, how can't it work today?
Steps To Reproduce1. Install MP14
2. Install SPLP
3. Rebuild the system
4. Now pointing to stage "Scan for updates" and install MP15
5. Rebuild the system.

Error comes when rebuilding the system.

Fixed issue 13191. Reverted change in the continueOnError properties so that upgrade to mp15 works
