0013055: it is not posible create a new translation tab

Description

The new translation tab about region tab is not working

Steps To Reproduce

. create new module, type module, with database prefix PR
. create new module, type template, including previous module
. create a new table in BD. the name is pr_c_region_trl, with the next columns:
pr_region_trl_id, c_region_id, ad_language , ad_client_id, ad_org_id, isactive ,created , createdby , updated ,updatedby, "name" , istranslated
with constraints

. create a new tab "region translation" in window "windows, tabs and field". with istranslation selected

. in column name of table "c_region", field "translation" selected.

. compile

the tab is shown correctly in country window, but the elements of regions are not translated.
