Summary0012528: Hearbeat activation fails: ComplexityRate is not calculated if you have 7 organizations
DescriptionThe Heartbeat activation fails if you have exactly 7 organizations. This is because the ComplexityRate is set to null in this case.
Steps To Reproduce1. Create 7 orgs.
2. Activate the heartbeat.
Proposed SolutionThe ComplexityRate condition in SystemInfo.java should be fixed.
