Summary0011881: Regions module has to be installed before executing ADM0070_InitialClientSetup test case
DescriptionAn extra test case should be put in place before launching the Initial Client Setup test case, in order to have the Spanish Regions.
This regions were built-in on previous releases, but they were removed starting on 2.50mp10 so they have to be added manually.
Please note that this test case should behave as the other installations, if module is already installed, nothing has to be done.

since we install the spanish localization pack this action is not needed. The regions module is included in this pack
