Summary0011733: There are no regions available for the country Spain
DescriptionWhile setting up the Initial organization if you try to set the location for the organization , select any country but you won't see any regions for the country.
Steps To ReproduceLogin as Openbravo/openbravo
Go to General Setup || Enterprise || Initial organization setup
Click the icon for the Location/Address.
Select "Spain" in country combo box.
In the region combo box you will not find anything. (please refer the screenshot)
Proposed SolutionThis issue occurs due to the fix made for the issue Issue 11723:
Description of the issue:Move Spanish regions to a module
Removed Spanish Regions from Masterdata
Removed references to Spanish regions in Sampledata

Because of this daily smoke build getting failed.

Should we consider include the installation of the Spanish regions module before running the smoke test?

From my point of view we should change the Smoke test for not selecting a region, since region field is not mandatory.

I have just changed the hasRegion column for Spain from 'Y' to 'N'. Maybe this change can affect the smoke test again
