Summary0011654: It's not possible to login or to change the role
DescriptionYou cannot login with a user that has no grant to a role different than System administrator.
But if you have a user that has grant to system administrator role and another one, you can login but then you cannot change it to the other one
Steps To ReproduceScenario 1: Can't login
==========
1. Login as Openbravo/openbravo
2. Go to initial client setup window. Create one
3. Try to login with the newly user. You can't

Scenario 2:
1. Login as Openbravo/openbravo
2. Change the role to a different than system administrator. You can't

Fixed issue 11654. Property safe.mode will now be always taken into account when checking available Roles, or when loging in.

Tested working fine, able to create client as well as able to change the role using Openbravo user.
