Summary0011191: Module order in Installed Modules windows changes with no reason
DescriptionAfter installing a module, just before launching the rebuild process, the changed modules are on top of the list. After rebuild, order is changed again. See attach.
Steps To ReproduceInstall Professional Localization Pack for Spain and look the installed modules window before and after the rebuild.

Fixed issue 11191,fixed issue 14681: Modules order in Module Management window
This fix, solve the problem of modules order in Module Management window. If we enable or disable a module, it will always in the same position in the list. The just installed(before rebuild) modules will be on the top ordered by their name and after them, working modules(after rebuild) will be showed.
