Summary0010584: Is not possible to modify an element if the module is not indevelopment
DescriptionIt is not possible to modify an element if the module owner of the elements is not checked as in development, although you have a template checked as in development.

If the module whose elements do you want to modify is checked as in development
the synchronize elements process works will, if not, the elements are not modified.
Steps To Reproduce-create a template and check it as in development
-Modify an element of a column. This column is marked as central maintained.
-Execute the synchronize elements process
-See that after the process the fields of the columns whose elements you modified, have not been chenged
